Norfolk Police Operations Center - Norfolk, Va. - For months, the Norfolk Police Department has been struggling to fill more than 200 jobs. Now, they may not have to thank a 24/7 monitoring center that will use technology to monitor the city while helping to fight crime.
Interim police chief Michael Goldsmith unveiled plans for a "real-time crime hub" at a council meeting last Tuesday.

"We really think it's a game changer for us to be able to launch these devices," Goldsmith told the committee. "It gives police a real-time view, allowing for a more efficient and effective response."

The center includes a central hub staffed by officers and civilians that uses static cameras strategically placed in high-crime areas to provide law enforcement with continuous, real-time information about the area.
The police department also plans to install license plate readers across the city to track stolen vehicles and other criminal activity.
"When we see something developing before it really explodes into violence, we can get the officials out there and hopefully quell the disturbance before it turns into something more tragic," Goldsmith said.
The initial start-up cost of $1.96 million will be funded by the state. The city's next hurdle is transferring funds to support the $661, $500 annual operating fee.

"Public safety is a top priority, and if we have to increase our public safety budget by $661,000 a year to keep our city safe, it's worth it," said Norfolk Mayor Kenya Alexander.
Assemblyman Tommy Smigiel talked about the possibility of diverting money used to help hire employees and using it to pay for technology.
"Our Real-Time Intelligence Center (RTIC) operates as a support function designed to assist with intelligence and analytical investigation while providing real-time support through the use of surveillance camera systems. The RTIC provides officers and investigators live and recorded video, leading to improved apprehension, opportunities for safe problem solving, and assistance in the successful prosecution of crimes.Beyond officer safety, RTIC's primary role is to improve community and public safety in all areas. "
The Newport News Live Crime Center is only a year old. Police Chief Steve Drew said he helped deal with crime and had seen "tremendous" clearance rates and successful prosecutions.

"The first thing we did was call the real-time crime center," Drew said. "We had a shooting or homicide at this location. Is there video?"
Drew told 10 On Your Side that this not only helps Newport News police in their prosecutions, but also in how they prepare for the unfolding situation. You can almost see you know the area before they get there and know what they're going to encounter or what problems they're going to solve."
"We spend a lot of money on the technical training of our officers," Drew said. "I think that's the future, and I want this department to be one of the leaders in the region's efforts to make our communities safer."
The city of Norfolk says it hopes to have a capable real-time crime center up and running by June 2023, and the Virginia Beach Police Department is considering adding one by fall 2023.

The department announced it has redesigned its organizational structure to strengthen law enforcement services and promote officer safety.
As of 2020, there is a severe shortage of patrol personnel, the NPD said. While the department is hiring, officers currently assigned to professional units and administrative services will be assigned to patrol areas throughout the city.

Starting Wednesday, July 6, residents can expect to see more police in their neighborhoods throughout the summer. This will not only help reduce crime, but also promote officer safety.
"The safety of the community and our officers must come first," Goldsmith said. "When we are understaffed, it is our responsibility to have a plan to help us maintain our emergency response capabilities to protect the citizens of Norfolk and provide safety for those on patrol. Our plan to put more officers on the streets will has help tackle these issues and promote proactive policing.'
As NPD receives more than 17,000 calls for service each month, it needed to implement an improved method of handling those calls while keeping officers on standby for emergencies.

In 2020, the department created the Telephone Response Unit (TRU) and a new program called 'NPD Live'. Staffed by sworn police officers, TRU allows citizens to speak with officers by phone or virtually to make incident reports and assist with crime-related issues.
This is just one of the many opportunities to obtain law enforcement services offered by the City of Norfolk.
Other resources include the online citizen reporting system, where citizens can submit incident reports for various property crimes online, and the MyNorfolk app and web portal, which allows citizens to report quality of life concerns.
In addition to diverting resources, the department will reduce field officer response to some non-emergency calls. When officials cannot respond in person, citizens will be referred to NPD Live and TRU for assistance.

"Our goal is to use technology as a force multiplier to help police on the streets," Goldsmith said. "Instead of reducing service, NPD has changed the way we handle some non-emergency calls so we can serve more urgent matters that provide better personal service."
Throughout the summer, NPD will work with the Emergency Operations Center to ensure non-emergency calls are routed to the telephone response, citizen reporting system and the MyNorfolk app or portal for processing.
